Enable automatic failover

Hi, 
Is there any method to configure automatic failover in DG  without Fast Start failover?

We haven't enabled flash back on the database and hence I believe its not ppossible to start observer with fast start failover.

Just want to know if there is any other method using which I can enable automatic failover like using OEM with some event based.
