Unable to change the first open period in the RC ledger

Setup the PL with DEC-13 as the first open period. Open period defaults to the RC Ledger. Save and complete the setupChange the open period in PL to OCT-13. The first open period for RC ledger does not change.
This is an issue for our UAT ( User Acceptance Testing) since we will be using OCT-13 and NOV-13 as GL and subledger periods for testing.
