Autoinvoice completes successfully but manual tax lines are not processed in the ra_interface_lines_

I am trying to import manual tax lines through the autoinvoice master  program.  The Autoinvoice Master program completes successfully.  However, the manual tax lines are not processed.  Are there any profile settings that I need to set in order to process the manual tax lines?
