Running Forms 10g with no/limited network access

In order to connect to the database from my computer (Windows 7 32-bit), I need to connect to an out-of-band (OOB) network (Juniper Network Connect 7.1.0). I am able to run Forms (10.1.2.3.0) locally before connecting to the OOB. However, when I try to run a form locally while connected to the OOB, the blank window for the form (separateFrame=True) displays, waits for a long time (15 minutes?) without ever showing the login prompt, and then displays the following error:

"FRM-92101: There was a failure in the Forms Server during startup. This could happen due to invalid configuration. Please look into the web-server log file for details.
