Patch 13855823 and Patch 17287546, and now we have defunct services

Hello,

We installed patch 13855823, which led to a relinking error, so we installed 17287546.  It appears that at least one of these patches caused some of the normal processes to go <defunct>.  We are not sure which patch causes it, but we would like to know what patches to apply now.  This is observed in every environment we applied these patches, and in no environments without it.
