Block Price not applying correctly

I have set up a price list for an item where

Line Type = Price Break Header

Price Break Type = Range

Application Method = Block Price

and the Price Breaks are:

Pricing Attribute = Item Quantity

Value From / To =            0 to 100000     Price = 48750    Application Method = Block Price

Value From / To = 100000 to 250000     Price = 58500    Application Method = Block PriceValue From / To = 250000 to 1000000    Price = 78000   Application Method = Block PriceValue From / To = 1000000 to 9999999999   Price = 97500   Application Method = Block PriceHowever, when a quantity of 1000000 is entered in a sales order, the price comes in at 185,250 rather than 78,000 as the 1000000  falls within the values of 250000 to 1000000.  Are we interpreting how block pricing works incorrectly? Thanks.
