Got Error "Error: Cannot Display Page" while creating new Supplier in HTML screen (EBS 12.1.3)

Hi,

We sometimes got this error:  "Error: Cannot Display Page" while creating new Supplier in the HTML screen (EBS 12.1.3). 

We add RAM to the PC, we avoid the user to don't open two forms at the same time at Responsibility level, we changed the network connection. And the issue continues.

My concern is why sometimes we didn't get any error and sometimes we get the error.

I guess it is a resources issue but I would like to have any explanation or root solution.
