Cannot Cancel Invoice because of Invoice hold

Please help.  We frequently encountered an error wherein we could not fully cancelled an invoice due to an Invoice Hold " Total of invoice distributions does not equal invoice amount"

What happened here is that when after  cancelling the  invoice, the Recoverable Tax did not reverse which has caused the Line Variance. In addition to that, we could not manually release the Hold.  Metalink only gave us the datafix but

it is only temporary, the problem keeps on recurring thus we need the permanent solution as much as possible.
