Quality Collection Plan define

Hello Experts,

We need to define the collection plan based on the attached format. How can we define. Because in oracle quality we can define a single value against a paramater not the multiple value. 

If you see the Flange Size parameter, so it is required to maintain the value for B1, B2, B3 & B4.

How can define it like in matrix format. By parent-child plan or anything?

Please give some idea.
