XML Publisher - EXCEL format - records missing

 problem with Excel output!!!
we use RTF template. When our user select Excel output during submission and then when they click on View Output, it will prompt them to open in Ms Excel or Save to a file.

they click on the ms excel, and excel prompted "The file you are trying to open 'Top_X_Returning_Custo_311013-5.xls', is in a different format than specified by the file extension. Verify that the file is not corrupted and is from a trusted source before opening the file. Do you want to open the file now?"
they click on 'Yes', and excel open the file. some times it open correctly, and sometimes dun.
