Application Management Console not available in eBS R12?

Dear all,
I came to a project with eBS R12.1.3 already installed. The guys who installed it left the project long-time ago, but it is runningly smoothly since then. However, we recently experienced performance problems and wanted to look at some metrics on the application server. But we found that the application management console of iAS is not installed. At least, no response comes when we access the URL http://ourserver/em.

Moreover, this note indicates that the application management console is not foreseen to be a valid source of technical information - at least it is not mentioned there: Oracle Application Server Diagnostic Tools and Log Files in Applications Release 12 (
