How to configure OC4J on a Fat client for a web development to work on a fat client

Hello,

Can anyone please advice of steps to configure OC4j to work in Webclient . Basically when logged in to a fat client I want to be able to access EnterpriseOne Menu by going under Tools. We are using Web logic as a web server.

Please include instructions on Web dev feature to support this
