SMC can't use random UID for new Users?

Hi all, I am creating a process for level 1 support to create Solaris user ID, one thing I found is it needs to pick an identical UID for the new users, unlike useradd, it will pick up a random, but available UID.
This is kind of stuck as i don't hope those level 1 support can track down each UID they create.

I created a user template, but no option for me to put in where the UID started.

This is one Solaris 10, U10.

Any suggestion?
