Siebel -Report Icons are missing after open UI upgrade.

I have siebel - BIP integration was working before i upgrade open UI (8.1.9)
in FINS the Report icon displaying and open UI the report icon not appearing,
After we apply patch 8.1.1.9 23016 SIA QF0101004 sebl_aru [Patch ID 16224189] still it is not Appearing in Open UI.

Also 'System Preference Value' is set to 'BIP' instead of  default 'BOTH'.

what could be the reason the reports icon is not appearing?

Also in Fins where report icon enabled, i am not able to see any BIP reports,it show only Actuate report.
