App Engine program SCC_ESYNC_AE fails with PeopleCode compile error after applying CS 9.0 Batch #31

We tried running the SCC_ESYNCALL App Engine Program delivered in the Change Assistant Job Set for CS 9.0 Batch #31 and the  SCC_ESYNC_AE App Engine Program that synchronizes Entities. Both failed with a similar error. Here is the message from the SCC_ESYNC_AE program.

PeopleCode compile error (GetBase64StringFromBinary is not a method of class File. (2,52)) for program SCC_CONSTITUENT.ACCESSORS.EmployeePhoto.OnExecute. (2,405)

SCC_ENTITY_20130421165714:SQL.Fetch: object isn't open on a select. (2,288) SCC_COMMON.ENTITY.PROPERTY.PropertySyncManager.OnExecute  Name:runFullSync  PCPC:1411  Statement:21

Called from:SCC_ESYNC_AE.MAIN.GBL.default.1900-01-01.Step01.OnExecute  Statement:3
Application Engine program SCC_ESYNC_AE ended normally
