RTF IF ELSE condition Syntax Error

Hi Friends,

I am trying to add a if condition for one of my tag.

Its giving me error.The following is the condition iam adding

<?xdoxslt:ifelse (INTERNAL_ITEM ='BUYIN', xdoxslt:ifelse (INTERNAL_ITEM=ITEM_DESC,NULL,ITEM_DESC),ITEM_NUMBER,NULL)?>

Can you please help me in debugging this condition please.I am attaching the RTF and the xml data file as well.
