OTL: Customization of the Projects And Task Concat Timecard in R12.1.3

All,

I am working on a custom project timecard layout that allows the users to enter quantities or start and stop times, it is something that I have done on previous sites but for some reason I cannot get this to work in 12.1.3.

I have customized the layout with the following:

But when I submit the timecard I get the following error -

Error

You have entered some time information without associating any time with that information. Enter some time for this information, or remove it.

If I enter both start and stop times and quantity for the day, the timecard calculates the hours based on the start and stop times but I don’t want to enter both.
