OTL: Time Entry Error Message Not Found. Application: Hxc, Message Name: Hxc_no_exploded_blocks

 There is an employee, who has submitted his time sheet but on top left corner there is an error coming that Time Entry Error Message Not Found. Application: Hxc. 

The error is coming on only one employee time sheet. 

I had searched the error in meta link and a document suggests the following,

“Self Service Preference to Allow Rules Evaluation” 
This preference will be either set to “No”

But the error is coming on one employee, should I implement the above solution ? What impect it will make ?

PLEASE GUIDE.
