Installing Amazon Web Services Plug-in for Enterprise Manager Grid Control

I have databases running in Amazon's AWS cloud environment.  I have downloaded the plugin and followed the documentation:
Please download the AWS plugin from the following url: http://www.oracle.com/technetwork/oem/grid-control/downloads/oem-aws-plugin-1852739.html
Then follow the installation instructions from the following url: http://download.oracle.com/otn/java/oem/emaws.pdf

One of the first steps is:
Import the plug-in archive:
emcli login -username=<your user ID> -password=<password>
emcli sync
emcli import_update -file=<path to *.opar file you downloaded>

The plugin that I down loaded does not have *.opar file.  I'm wondering if anyone has this working?
