PO Approval History

What record has the PO Approval History stored in it? The PO we are looking at is a change order and Purchasing is wanting to know the approval history before it was a change order.

For some reason when 'View Approvals' is selected, every user in PS FIN receives an error saying we are not authorized for the page.  I added the Update permissions to the EOAW_APPROVAL_WORKFLOW.EOAW_HISTORY_VIEW.GBL, but we still aren't authorized.

We are on release 9.1 and up-to-date on bundles 23.
