ORA-12560: TNS:protocol adapter error

I have Oracle Instant Client 11g 32 bit installed on a Windows 7 (64 bit) system.  The client works because I can connect to an Oracle database on a server using Documaker Studio (it requires 32 bit client).

Now attempting to connect from the same system to the same server using VBScript and getting error:
