Cannot run or schedule any type of RMAN backup through the OEM without getting error message

Any time I try and schedule a one time immediate or scheduled backup job, I get the following type of error message.

ORA-20233: Missing target type for single-target job ORA-06512: at "SYSMAN.MGMT_JOB_ENGINE", line 3089 ORA-06512: at "SYSMAN.MGMT_JOB_ENGINE", line 3234 ORA-06512: at "SYSMAN.MGMT_JOB_ENGINE", line 8575 ORA-06512: at "SYSMAN.MGMT_JOBS", line 273 ORA-06512: at "SYSMAN.MGMT_JOBS", line 86 ORA-06512: at line 1

Problem was resolved.  It turned out to be a timezone issue.
