EM will not connect after upgrade from 11.2.0.1 to 11.2.0.3

Enterprise Manager worked when connected to 11.2.0.3.  Now when I try to connect I get the error message "Firefox can't establish a connection to the server at 10.40.148.59:1158" and IE can not find the web page either.  The same message shows up whether I am trying to connect on the server or my client machine.  Since this was a complete remove 11.2.0.1 and reinstall 11.2.0.3 I did select create Enterprise Manager when I created the database.
I do find this in the trace file:  [EMConfiguration.run:642]  postConfigMessage: Management Repository has been placed in secure mode wherein Enterprise Manager data will be encrypted.  The encryption key has been placed in the file: [Oracle_Home]/sysman/config/emkey.ora. Ensure this file is backed up as the encrypted data will become unusable if this file is lost.
