Oracle Licensing - Using "Information Publisher and Reporting" reports in OEM12c

Hi,

I would like to know if license is required to use "Information Publisher and Reporting" in OEM 12c. I know we can create custom reports using Oracle provided reports (locked by SYSMAN) but is doing so "a breach of license".

I am currently evaluating the use of OEM12c without purchasing any management packs as of date.
