Faulty SP still able to boot into OS by pressing the power button?

 Hi all,
I have encountered a T4-1 where the SP is suspected to be hung or faulty. SP not responding after entering user name and password. I have advised the customer to power cycle the SP since they are unable to log in to SP to reset. Customer is worried that the server is unable boot up if the SP is really faulty. so customer refuses to reboot the system and expect the replacement part to be ready. 

EEPROM auto boot is set to true true. 

My question is,

if the SP is faulty and unable to access ILOM CLI and ok prompt serially, by pressing the power button on the front of the server, can the server still boot up into the OS?
