Why could the R470412 Not be updating the Voucher Document Number on all Match 2 records during proc

We currently operate in multiple JDE versions.  In our version JDE 8.12 When the R470412 populates the Voucher Document number on the F43121 table it is not doing it for all documents that have been processed.  The document number on the Match 2 line is the OV document number.  It does however populated the document type successfully.  It is not all records in the batch and appears to be sporadic.  This is happening on almost all batches processed in our 8.12 version and has now started happening in our 9.0 version.  Has anyone else experienced this and are there any suggestions
