Common Paymaster for Local Taxes

Our company has just split  one of our companies into 4 regional companies all sharing the same Tax ID. Our federal and state taxes are ok but our local taxes are starting over and we do not want that to occure, especially in PA. We have tried to use the common paymaster setup but that does not seem to work. Looking to see if anyone out there has dealt with our situation and what solution you may have come up with to address the problem.
