Procurement Contracts Automatically Applied

We have begun our implementaiton of Procurement Contracts and are in our final testing stages right now. All of a sudden we noticed that every time we create a new order Procurement Contracts template is automatically added and terms are automatically applied. It use to be that we had to choose to "Add Terms" from the actions drop down. How do we fix this or turn off this automatic addition of Procurement Contracts to new orders?
