ORA-12528: TNS:listener: all appropriate instances are blocking new connections while duplicate db f

 Hallo!I am trying to create a DR db by duplicating from active db.
I have already set the static listener entry on the listener.ora on DR and actually when I connect to DR via rman and start the duplicate the duplicate process actually starts by creating spfile and the controlfiles then at some point duplicate terminated and error below appears

ORA-12528: TNS:listener: all appropriate instances are blocking new connections while duplicate has already started

Sometimes listener status changes from UNKNOWN to BLOCKED

Please assist.
