Why are the W2 PSD Balances different than the SIT balances?

There was an issue reported on the
Americas (US, CA, MX) HCM High Priority Alert (Doc ID 404478.1)

After applying the Q2 2013 Statutory Update patch, it was reported that when processing employees living or working in Pennsylvania that PSD Subject Wages and City PSD Subject wages can be doubled. This can occur when an employee lives (or works) in a jurisdiction where the City does not withhold tax. Further, it has also been reported that processing employees living outside of Pennsylvania (for example New Jersey) but working in Pennsylvania results in zero (0) PSD Subject Wages and City PSD Subject wages.The following one off patches have been released to resolve these two issues:
