Where is adcgnjar utility and how is it run?

Per section 5.3 of KB note 1577661.1 I should run adcgnjar utility to create signed, customall.jar file for custom OAF java classes. I can not find this utility after upgrading to R12.2.2 ANYWHERE on the file system.  Documentation does not give any information on where the utility should be, or how to run it from the command line. I'm fairly sure I could figure out how to run it if I could just find it.

Can not find any reference to this utility in the EBS Developer's guide or in OAF Personalization Guide.  Also, there is very little information in KB articles on Oracle support.  Little bit of information I can find on this utility is in the aforementioned note.
