Integration Object Runtime Deployment issue

I was trying to Undeploy and Deploy run time event in server tools, but still the changes are not appearing in my WSDL
I did clear cache the webservice and the Deployed integration object it showing deployed latest version,but still it is not appearing in my wsdl.

this is the steps i followed, correct me if its wrong.,

1 .Check out I/o
2 .update & sync I/O
3. check in to server.
4. in server tools undeploy 7 Deploy to run-time events.
5.Clear cache  the web-service 

my siebel version : siebel Fins application (8.1.9)  both HI & Open UI i tried. still same.

is there any step am missing?
