$tgt_owner$ predefined variable for notifications

When creating incident rules, I'm trying to utilize the $tgt_owner$ predefined variable for notifications.  However, I don't understand where this property is set on targets.  Where can I see or set the owner of a target on oem12c?  The only relevant property I see is "Contact" but that doesn't appear to be it.
