Single operating Vs Multiple operating Unit

We are already using oracle AP. Business want to move more payables process to oracle AP from a legacy system. Currently we are internally debating if need to create a new OU or use the existing OU for this process.

Does anyone knows of any document/white paper which talks about all parameters should be considered for decision making related to OU.
