EM Express 12c raises "Connection Fail" message

For no apparent reason the main web page of the EM Express 12c raises the following error (otherwise is working fine):-

(x) Connection Fail

Connection with database failed. Database instance might be down. Try again once it is up

[IOErrorEvent type='ioError' bubbles=false cancelable=false eventPhase=2 text='Error #2032']

Further information: This is a CDB running Enterprise Database 12.1C, running on Oracle Linux 6.4 (64-bit)

The database is up and running normally

Any ideas anyone?
