Tax Rule based on Accounting Segment - does it work on Distribution level?

I have a question?

I have setup Tax rules based on the Accounting Segment. The rule works perfectly if the Invoice Line, Req Line or Purchse Order Line only has 1 distribution. However if I have 1 line with a split distribution pointing towards separate accounts it only takes one.

e.g Invoice Lien for $100

Line has two distributions of $50 Each. Account X and Y. Account X should have std VAT and Y Exempt

However after Calculating VAT it only shows Std VAT
