12c Management Tablespace shrink issue

 Hello experts,

This is Subramanian , i do have 12c cloud control EM and the repository database of 12c has MGMT_TABLESPACE . Periodically this tablespace will get freed up as per the retention set for the EM jobs . 
Now the total size of this TBS is 39GB out of which only 9GB is occupied . I tried to shrink this tablespace but unfortunately it couldnt , got the below error . I believe some blocks are sitting at the end of the datafile . FYI, there are more than 9000 objects are there in this TBS . So please let me know how can i do reorg of this tablespace . Need your valuable suggestions and  inputs on this issue .
