XML file to be Converted as WSDL?

Hi,

Can someone please assist me on the inquiries below please:

I am currently working on a Scheduled Task which also calls an Oracle Web Service. The interfacing business team is currently looking at  creating an excel file which will be processed by the Scheduled Task (with Oracle Web Service which is using XML WSDL).

Can the details on the excel file (which should include the parent and child records which needs to be updated by CRM) be converted to an XML WSDL file?

Hope someone can check on this.
