DR$ tables and optimizer stats

Under Oracle 10.2.0.4, based on a Support note (I can't remember the number at the moment), we did not gather any optimizer statistics on the DR$ tables created with our text indexes (which are partitioned, so there are a significant number of these DR$ tables). 

We recently upgraded to 11.2.0.3, and are having some optimizer statstics problems for which I created an SR.  However, I wanted to know -- is the advice about NOT collection stats on the DR$ tables still the same under 11.2.0.3?  Also, I've noticed that all_tab_modifications has entries for the DR$ tables.  If we are not supposed to gather stats on them, how to we turn off the population of all_tab_modifications for the DR$ tables?
