bad performance

I am a new'er' DBA and have been tasked with figuring out what is going on with one of our databases. Since there is not really any other DBA's it is all on me. Performance has been slow now for almost a year. We just found out that our vendor is no longer in charge of support. Users are complaining about extremly slow speeds of the whole application (obvuiously some parts of the application are used more). The avg amount of sessions on the DB is around 180.We are running Oracle 10.2.0.4 on a Stratus Windows server (8GB RAM, 64bit).
