Collect Element Value Dependency in UI

Is it possible to create a dependency of variables within Collection Elements in the same Collection Plan?
For Example: If Collection Element 'TYPE OF SERVICE' has the value of 'OVERHEAD' then the only value of Collection Element 'UTILITY TYPE' with only the values of 'ELECTRIC'. If the Collection Element 'TYPE OF SERVICE' has the value of 'UNDERGROUND' then the only values of Collection Element 'UTILITY TYPE' with the values of 'ELECTRIC', 'WATER' or 'GAS' is available to be selected.

The values will be listed as a value set for the Collection Elements.
