Item substitution based on customers

Folks

I am looking at standard functionality for item substitution in 12.1.3 OM. I tried the related items but unable to qualify only for certain customers. Is there a way to qualify customers using related items?

Also I tried another option of item upgrade promotion and the functionality works based on the customer but the drawback is pricing is not changing based on new/substitute item.

Can you please advise before we start customizing?
