ITem revision - Ordering and Receiving a higher revision which is released but not implemented

In an engineering environment it is often a requirement to buy a part with a higher revision then current revision for a pilot build.

 Enter ECO with a revision uplift and release ECO but do not implement. You can then enter PO and select the higher revision, Inpsect and accept the part but am unable to receive to Inventory - get msg that "Item revision is invalid for destination Organization". Am I missing a setup or profile option? Is the intended functionality to be able to order a higher rev part but not to receive it??.

I can enter a WO for a Higher revision sub assembly, build it and receive to inventory with the unimplmented revision without any problem.
