R12: Security Rules associated with Responsibility question

Hello,

I am trying to understand how security rules work when assigned to a responsibility.

I have a "Plant Responsibility" which is assigned to user that works at that facility. In the security rules, I have ensured that only that plant code has access.

Now, when this user goes to the Enter Journals form, and enters some criteria in the Find Journals window and clicks Find, should the user only see batches/journals that belong to the plant code that she has access to?

What I have found that ALL batches regardless of whether they have data pertaining to her plant are visible to her.
