Tax History File

Before applying Vertex Q, each employees wage for Pennsylvania locat taxes would updated in the history files for the work locality even if they didn't pay local tax to that location.  After the update the wages are being updated in the records where they pay local tax (resident) and no longer to the work locality.  Does JDE no longer write wage and excludable wages to the history file if the employee is not paying local taxes in that area?
