Cannot return all lines of requisition from the Buyer's pool

Good Day;

We have enabled Requisition Encumberance, however since then we are unable to return requisitions from the Auto-create menu option.  When the return option is selected nothing happens and the requisition is not returned.  If the option is removed the requisition can be returned.  Is there a step missing somewhere?
