URL for Apex returns Firefox can't establish a connection to the server at hostname:8090

I installed this a month ago, have created a few workspaces, however, today when I try and login to the admin part or any other workspace, it won't load the page. How do I check and see if APEX is "running?" I did an install by just using the buiult in PL/SQL
