Uncosted Material Transaction Control

We are using standard costing in Oracle EBS R12.1.3.  When we first went live with the system, the Pending Transaction window would list the number of Uncosted Material Transactions that had to be costed before we could close the costing period.  We would run a report to list all items that were missing costs, load those costs, and then the cost manager would cost those items and clear out the Uncosted Material Transactions from the Pending Transaction window.  Then we could close.  After a few months, the system stopped holding up those uncosted transactions.  It no longer lists any issues
