Not able to assign Hold Rule set to an operating unit

 Hello Team,
I have created a hold rule set and now I am trying to assign it to an operating unit. However when I am not putting any operating unit value, it should be showing me all the operating units. Due to some reason it is not doing that. I am not able to see any of our operating unit in the search.

Is this an issue or I am missing any configuration step here ?

We are on release 12.2.2
