OTL: Can an Earning Policy be setup to explode overtime for an employee on a 28 day cycle?

We pay bi-weekly and our fire department employees are paid overtime after working 212 hours on a 28 day cycle. 
For example:  An employee's 28 day cycle coincides with a bi-weekly time period of 08-Sep-2013 to 21-Sep-2013. 
In this period the employee works five 24 hour days for a total of 120 hours.  No overtime is due from this period.
The next period from 22-Sep-2013 to 05-Oct-2013 the employee works four 24 hour days for a total of 96 hours.
The employee is due 4 hours of overtime (216 hours worked - 212 hour overtime limit).

I've tried setting up an earnings policy similar to that of a 40 hour work week by increasing the overtime hours
